Q: What does the term consulate services include?

 

A: Consulate services include: the issuance of travel documents (passports and travel certificates), verifying signatures on various documents (statements, certificates of life, consent, power of attorney, hereditary statements) consideration of applications and other submissions, certification of photocopies, issuance of various certificates, issuance of travel document for the transfer of mortal remains from the United States to Bosnia and Herzegovina, declaring passport / passport invalid, the certification of signatures on the application for admission to the citizenship of BiH and for discharge from citizenship of Bosnia and Herzegovina and the declaration of abandonment of citizenship for persons who apply for admission to the citizenship of the country outside the former Yugoslavia, drafting of a consular will and testament, and issuance of visas for foreigners who are currently living in the United States and possess passports for countries that require visas to BiH. In addition there are: requests for determining an individual personal identification number of BiH citizens who reside abroad, registration of birth of children, registration of marriage, and registration of death. Q: What type of assistance can the consulate provide?

 

 

A: In case of loss or theft of documents:

Along with informing the police about lost or stolen travel documents or identification cards, the consulate can:

 

 

1. issue a travel certificate to return to Bosnia and Herzegovina, or

2. if it meets the conditions prescribed by law, can issue a new passport.

 

 

In cases of arrest or imprisonment, 

you can request that the report is notified. A consulate official can inform local authorities that you are under consular protection of BiH and ask to be briefed with the motive of your arrest and request the appropriate permission to visit you. Also, they can check the conditions under which you were imprisoned and whether they are in fact in accordance with local laws. The consular official may, at your request, obtain a list of lawyers who can defend you (you pay the costs of lawyers).

 

 

 

In cases of illness, 

if you ask for help, a consulate official can help in finding appropriate health care facilities (the cost of treatment at your expense).

 

 

 

In cases of serious misfortune, 

the consulate official shall, through the competent authority inform your family. At the request of the family, the official will discuss the continuation of hospitalization (costs at your expense).

 

 

 

In cases of death, 

the consulate official will inform the family. At the request of the family, the consulate official can familiarize you with the legal formalities associated with the shipment to a country or the burial of human remains (costs at the expense of the family or insurance of the deceased.)

 

In case of different problems,

Along with local authorities, consulate officials can advise you and obtain useful addresses (lawyers, translators, etc.)

 

Q: What type of assistance can’t the consulate provide?

 

 

A: Can not provide consular protection if you have citizenship of the country where you are. 

Can not send you to a country at the expense of the state. 

Can not pay fines, hotel bills, hospital expenses or any other of your costs. 

Can not intervene in court proceedings in order to achieve your release, if you've committed a criminal offense in the country's territory. 

Consulate does not replace travel agencies, banking institutions, or insurance companies.

A: For citizens of Bosnia and Herzegovina residing abroad, the legal deadline for issuing passports is up to 60 days.

A: Given that the legal deadline for issuing passports in the United States is 60 days, we recommend that you submit the necessary documentation for the issuance of a new passport two to three months before your current passport expires.

 

Q: I am returning to Bosnia and Herzegovina permanently, what is required to ship my belongings from the United States to Bosnia and Herzegovina?

 

A: Our consulate issues a certificate of residence on behalf of our citizens who have resided in the United States for more than 12 months, and may import their belongings in Bosnia and Herzegovina without payment of customs duties. Goods exempt from paying customs duties are the following: personal property, personal baggage, and cargo of non-commercial character (only intended for personal use of members of the family or for gifts), which the returnees held longer than six months. Q: I am returning to Bosnia and Herzegovina permanently and I wish to import my vehicle. What is required?

 

A: Our consulate issues a certificate of residence on behalf our citizens who have resided in the United States for more than 12 months, and may import their vehicle in Bosnia and Herzegovina if they are not older than 7 years. Q: Why can’t an identification card serve as proof of citizenship?

 


A: According to the law on travel documents of Bosnia and Herzegovina (Official Gazette of Bosnia and Herzegovina", No. 4 / 97), for the issuance of a passport, it is necessary to provide: 


- Request for the issuance; 

- Proof of identity; it can be a passport of Bosnia and Herzegovina, whose validation term expired, identity card, driver's license issued in Bosnia / Yugoslavia, or other public documents which can prove your identity, 

- Proof of citizenship of Bosnia and Herzegovina: verification of citizenship of BiH, no older than six months from the date of issuance, or the passport of Bosnia and Herzegovina. 

Therefore, the identity card serves as proof of identity, citizenship certificate or passport of Bosnia and Herzegovina serves as proof of citizenship.

 

 

 

Q: Why is it required for minor persons to submit birth certificates for the issuance of a passport?

 


A: According to the law on travel documents, the requests for the issuance of travel documents to minor persons is done by a parent, with the consent of the other parent. Since it is only based on the birth certificate that the identity of the parents of minor persons can be identified, with the request for the issuance of passports, it is necessary to attach a birth certificate of a child, not older than six months from the date of issuance.

 

  


Q: How is the verification of a signature on a travel document done?

  

 

A: During the signature verification of any document (power of attorney, consent, statement, household list, registration of birth, hereditary statement) the signature is previously determined on the basis of a valid passport of Bosnia and Herzegovina, then such person shall sign a document and their signature in the book of authentication signatures. However, because of the territorial consular area covered, and because of costs related to the arrival of our citizens in the Consulate in Chicago, the exception from this rule is made in their favor that permits a signature to be previously certified by a public notary, and then submitted together with the photocopy of the 2nd and 3rd page of a valid passport of Bosnia and Herzegovina and payment by mail for verification by the General Consulate of Bosnia and Herzegovina in Chicago.
